COMPREHENSIVE SERVICES ACT
The Comprehensive Services Act (CSA) is a state mandated program created to assist at-risk youth and their families. The CSA Office strives to provide services that are child centered, family focused, and community based. The coordination of these services is accomplished through a collaborative team approach. Representatives from local child serving agencies work together to plan and provide services to those in need. The Family Assessment and Planning Team (FAPT) assess the strengths and needs of each youth and their family, determine what services to provide, and prepare a customized plan to address those needs. The Community Policy and Management Team (CPMT) coordinate agency efforts, manage available funds, and ensure eligible youth and their families receive assistance.
CSA services may be available to a child who meets at least one of the following criteria:
- Has serious emotional and/or behavioral challenges
- Needs resources beyond normal agency services or residential treatment
- Requires special education services through a private school program
- Receives foster care or foster care prevention services
- Is under the supervision of juvenile and domestic relations court
- Is a ward of the Department of Juvenile Justice.
Eligibility for the services is determined by various laws (in education, juvenile justice and social services) and by the Community Policy and Management Team.
Youth must be referred to the FAPT by a participating local agency. Referral agencies consist of Social Services, Public Schools, and the Court Services Unit. In some cases, a family may need to contribute to the cost of services based on their income and ability to pay.
